Community Corrections Gives Awards

The Honorable John-David Sullivan received the 24th Annual Conrad L. Ball Award from Larimer County on Friday evening, April 26 at the annual Community Corrections Banquet and Awards ceremony. Sullivan served as a District Court Judge in the Eighth Judicial District, which serves Larimer and Jackson Counties, from 1976 through 2001. He also served as Chief Judge from 1983 through 2000. Sullivan was nominated by District/Chief Judge the James H. Hiatt and District Court Magistrate Stephen Schapanski for the many qualities he brought to the district including fairness, professionalism, impartiality, firmness, diligence, honestly, and dedication.

The award is named after Judge Conrad L. Ball, a loved and respected jurist in Larimer County. Each spring the award is given in his memory to a recipient who has significantly contributed toward improving the quality of criminal justice in the County. The Larimer County Community Corrections Department, on behalf of the County Commissioners, presents the award.

Eighth Judicial District Court Magistrate Stephen J. (Steve) Schapanski was recently named the recipient of the 2002 Governor's Community Corrections Award. Schapanski has served as a member of the Larimer County Community Corrections Advisory Board since its inception in 1975. Schapanski helped develop Colorado's Community Corrections statutes.

According to Larimer County Community Corrections Director Joe Ferrando, Schapanski's commitment to Community Corrections has been noticeable, "Steve's influential and determining work early on, in conjunction with other early leaders, helped establish Community Corrections as an integral part of the Criminal Justice system in Colorado. When Steve was appointed a District Court Magistrate in 1993 his new job duties would allowed a graceful resignation from the Board but Steve chose to continue his commitment. His vision, integrity and diplomacy have been fundamental to the successful operation of the Larimer County Community Corrections Advisory Board and Program for the past 27 years."
