May 8, 2008 Meeting Minutes

 

The meeting was called to order at 1:30 PM by Chairperson Lucille Schmidt. 

 

Members in Attendance: Gene Allen, Gene Barker, Susan Bradley, Ted Carter, Terry Ferebee, Bill Gilbert, Eunice Michalka, Lucille Schmitt, Michael Sledge, Bud Thomas

 

Member Excused Absence: All other members had excused absences.

 

Audience Members: Jill Bennett (LarCo Planning Department)

 

Guess Present: Cris Meeks, Terri Donnelly and Pat Bradley

 

Adoption of Agenda: Susan Bradley recommended that the pine beetle discussion be added to the agenda.  Bill Gilbert moved that the agenda, as modified, be adopted.  Ted Carter seconded the motion.  Motion approved.

 

Approval of Minutes: The minutes of April 17, 2008 were approved as written (moved by Eunice Michalka and seconded by Gene Allen).

 

Special Communications from Committee Members: None

 

Special Communications from County: Jill Bennett advised that there are two major items that are going on in the County that affects Larimer County as a whole, which are: (1) the county is currently reviewing the Glade Reservoir EIS; (2) the County is considering adopting a 1041 regulation that allows Larimer County to review and permit major public projects.  Larimer County is currently reviewing proposed power plants and transmission line and if approved will be adopted in August 2008. 

 

Public Comments:

 

Cris Meeks advised that she had been asked what the Fire Department was going to contribute to the beetle situation.  The Fire Department received a grant from Larimer County for chipping days on 7-26 and 8-16.  They will chip/slash logs up to 12 inches.  There are several ways to kill the beetle (stripping bark off of branches, burying branches, burning or chipping.  Burning is probably the easiest.  This promotes mitigation throughout the community.  For these residences that cannot haul their wood to a slash pile, pill the chips as close to the road that you can get where the Fire Department can see it and not across a barrel ditch.  Once the wood is chipped, you can blow it back onto your property without creating a beetle problem. 

 

Cris also advised that hopefully this year, the Fire Department will get the siren up and then go ahead with the evacuation planning for RFL.  The Fire Department will probably have two community meetings to get this information out and also develop some packets for the area realtors for dissemination. 

Lucille added that the Library and Ponderosa Reality is working together to sponsor a seminar date pertaining to the beetle and this will occur on June 7^th at the POA building.  County Forester, David Lentz will be present.

Motion Ted Carter:  Have Phase I roads legally adjudicated as public and seek assistance from Larimer County commissioners to accomplish this goal.  Seconded by Bill Gilbert.  Motion approved.
