Discussion Items:
NISP draft EIS. The Advisory Board continued their review of the draft EIS for the Northern Integrated Supply Project (NISP), and their process for review and comment. The EAB’s comments are due to the Commissioners’ office by June 23. Members reported on the EIS items that they volunteered to review at the May meeting. Following those reports, the Advisory Board discussed how they wanted to address their comments to the County Commissioners. The members decided that the main points to be included will relate to the need to require significant mitigation to address impacts associated with reduced Poudre River flows, and problems with the lack of detail in the analysis of the no-build alternative. A number of related issues were also discussed and will be outlined in the memo. Those issues include the extent to which stream morphology may be altered, the complex ecological impacts associated with changes in river flow, issues about water rights and their impact related to exchanges, geology, hazardous waste, noxious weeds, and economics and affordability. Tom Sneider moved, and David Gilkey seconded a motion authorizing the Chair and Staff Facilitator to prepare a 1st draft of comments to be reviewed and voted on by the members via email. The motion passed unanimously.
Approval of May Minutes:
Minutes from the May 13 meeting were approved as presented.
Chair’s Comments:
Dale Lockwood noted that David Gilkey and Vic Meyer will be retiring from the EAB this month, and that new members will be appointed for the July meeting. Mr. Lockwood pointed out the unique and very valuable contribution that David Gilkey made to the EAB and thanked him for his outstanding service. A plaque signed by Commissioner Eubanks and Dale Lockwood was presented as a token of appreciation for this service. Mr. Meyer was not able to attend the meeting, but a certificate of appreciation will be mailed to him.
