Between FY03 and FY12, juvenile probation rates in the 8th Judicial District (Larimer and Jackson counties) ranged from 7.4 per 1,000 juveniles to 18.8 per 1,000 juveniles. Much of the fluctuation was due to changes in business practices, particularly those dealing with low-level offenders.
