The three 'legs' supporting Colorado's comprehensive school reform efforts are assessment, academic standards, and accountability (Colorado Department of Education). The Colorado Student Assessment Program (CSAP) falls under the purview of assessment.
The first CSAP tests were given in 1996-97 and have been administered every year since to students in grades three through ten. The tests are subject-based, covering reading, writing, mathematics and science (all four tests are given to fifth, eighth, and tenth grade students only). Testing can be done in Spanish for third and fourth graders. All students are expected to test in English beginning in the fifth grade.
The Colorado Department of Education (CDE) uses the terms Advanced, Proficient, Partially Proficient, and Unsatisfactory to measure achievement levels on the CSAP tests, as defined on the CDE website. CSAP scores for all tests and grade levels can be viewed on the Colorado Department of Education website.

What these data tell us:
According to the U.S. Department of Education, 'research shows that children who read well in the early grades are far more successful in later years; and those who fall behind often stay behind when it comes to academic achievement.' For this reason, the above graphs represent a student cohort beginning in third grade and follows them through the sixth grade.Throughout the state of Colorado, the overwhelming majority of students (more than 70%) were reading at the Proficient or Advanced levels in the third and sixth grades. Just under 20% of the same cohort were considered Partially Proficient and about 10-11% were deemed Unsatisfactory on average.
In Larimer County during this time, Poudre and Thompson School Districts reported higher/lower scores than the state averages, with students in Poudre School District scoring better than Thompson School District students. Park School District fared considerably poorer than the state average, but the small number of students in Estes Park often skew the results. Only Poudre School District students showed an overall improvement in all three categories between third and sixth grades.
