A public school is an elementary or secondary school supported by public funds which provides free education for children of a community or district. Pre-kindergarten (PK) is not a mandated educational program in Colorado, nor is it fully funded by the state. However, PK programs are funded in part through the Colorado Preschool Program, Early Childhood Special Education, and limited Title I funds. The school districts may charge a fee for full-time kindergarten classes, as the state only pays for half-time instruction.

What these data tell us:
Poudre School District enrollment increased the most (11%) between 1999-00 and 2008-09, followed by Thompson School District (8%). Park School District lost 13% of its student body over this same time period, but because the district is significantly smaller, the loss amounted to 180 students.Overall, school enrollment increased 11% from 1999 to 2008, whereas, according to Colorado Department of Local Affairs (DOLA), the county's estimated population grew by just over 14% over the last decade. Pre-kindergarten (PK) and kindergarten classes in Poudre School District showed the largest gains in enrollment between 2004-05 and 2008-09 (14% and 10%, respectively). What these data tell us:
Thompson School District saw more variation in enrollment by grade levels than Poudre School District between 2004-05 and 2008-09. Enrollment in pre-kindergarten (PK) classes was relatively flat during this period, with the exception of 2007-08 when there was a 13% decline in enrollment. Of the three Larimer County school districts, Park School District's (Estes Park) enrollment numbers fluctuated the most between 2004-05 and 2008-09. The smaller number of students in the Park District greatly influences percentage changes in enrollment. Between the 2004-05 and 2008-09 school years, Park School District enrollment declined by 5.9% or a loss of 74 students.According to school officials, public school enrollment varies widely due to the large migrant populations living in Estes Park, as well as families forced to leave because of limited housing and employment options.
