Juvenile Arrests

The data presented here represent either the rate or number of juveniles arrested, not the number/rate of offenses committed. Individuals are reported in the month and year they are arrested, rather than the date the crime was committed. Several youth can be arrested for the same offense, or one youth can be arrested on multiple offenses, in which case the arrest would be counted only once for the most serious offense. Rates are based on the juvenile population, ages 10-17, in Larimer and Jackson counties (8th Judicial District). All Loveland Police Department (LVPD) rates and numbers for 2003 are estimates based on extrapolations from four months of data the agency submitted to the Colorado Bureau of Investigation. What these data tell us:

Total juvenile arrests decreased 7.6% from 1999 (2,565) to 2008 (2,371). During that same time the juvenile population (age 10 to 17) in Colorado's 8th Judicial District increased by 4.6%. From 2000 through 2005, the juvenile arrest rate steadily declined, but has begun slowly inching upwards since 2006.

The category of crime with the largest decrease in arrests from 1999 to 2008 was 'Alcohol & Drug Offenses', which saw a 26% drop. This decline appears to be the result of the steady decrease in the number of liquor law violations. Even though this category saw the largest percentage of decline, alcohol and drug offenses comprised nearly one-third of all yearly arrests during this period. In 1999, the percentage of total arrests, categorized as alcohol and drug offenses, exceeded that of property/fraud crime, and that trend continued through 2008.

In addition to the increase in arrests that began in 2006, the rate of cases filed (46.3 per 1,000 juveniles age 10-17) in 2008 by the District Attorney's Office was the second highest in ten years.

Reasons for these juvenile crime trends include the hiring of a Juvenile Investigator to assess and divert appropriate cases from the court system (October 2000), the availability of a new Juvenile Drug Court as a diversion option (January 1999), local support for implementing restorative justice practices (since the late 90's) and the continuing tendency of the judiciary to use local diversionary programs as sentencing options.
