Supervises
the activities, personnel, and functions in child protection, adolescent, or youth
offender program providing intake, on-going case management, and related
casework services. Develops and coordinates the plans and organization of the
unit.
ESSENTIAL
FUNCTIONS:
·
Exercise
direct, first-level supervision of positions, employees, operations, and
activities within the assigned social casework unit; may include coordinating
staff training, assigning and reviewing work, participating in the interview
and selection process, making recommendations impacting pay, status, and
disciplinary action, evaluating performance independently or in conjunction
with a higher-level supervisor/manager, and approving time off.

Act as a
resource or expert in program area, providing technical guidance to less
experienced staff.
·
Plan individual
or group conferences, programs, and administrative goals and objectives for
staff and the unit related to the efficiency of operations, competencies, and
services.
·
Review cases to
assist staff in strategizing alternative solutions to difficult cases; assist
staff in oversight of high-profile cases; ensure compliance with federal,
state, and local regulations.
·
Assist in
preparation and make recommendations for unit budget; review and approve
expenditures.
·
Write and manage
grants; compile and maintain statistical records; prepare and submit reports in
compliance with grants requirements and regulations.
·
Develop and
recommend policies and procedures.
·
Participate in
review boards and act as a liaison with the state to coordinate policy and
regulations.
·
Coordinate
programs and services with other County departments and collateral community,
state, and federal professionals and agencies involved in cases.
·
Perform the
duties of caseworkers supervised as needed for coverage and oversight of
high-profile cases.
·
Act as duty
supervisor on a rotating and on-call basis as required; respond to and resolve
complaints and problems with clients, public, and collateral agencies.
·
May assume
supervisor duties for the Deputy Division Manager on a temporary basis and as
assigned.
OTHER
DUTIES:

Participate in
various committees and boards related to program activities and
responsibilities.
·
Perform other duties as appropriate or necessary for performance of the
job.
QUALIFICATIONS
Knowledge
of:
·
Supervisory
principles, procedures, and methods including selection, training, discipline,
and evaluation.
·
Principles, practices, and objectives as related to case management, risk
assessment, crisis intervention, and counseling, in a child and/or adult
welfare program.
·
Scope and
application of laws (Colorado Children’s Code, Volume VII) and regulations pertaining to physical abuse,
sexual abuse, neglect, court procedures, and child and adult welfare.
·
Advanced level
of casework techniques including in-depth therapeutic approaches, techniques of
affecting changes in behavior, child abuse and neglect dynamics, and diagnostic
assessment methods.
·
Budget
management and resource allocation according to governmental standards and
procedures.
·
Routine software
and business applications including, but not limited to, word processing,
spreadsheets, presentation software, and databases.
Ability
to:
·
Counsel and
handle both families and staff members, especially in emergencies and difficult
situations and/or cases.
·
Maintain
sensitive and confidential information.
·
Prepare and
maintain clear and concise records and reports.
·
Write and review
grant proposals.
·
Communicate
clearly and concisely, both verbally and in writing.
·
Supervise and
mentor professional and support staff.
·
Organize
material and present information clearly and concisely in verbal and written
form.
·
Interpret rules,
regulations, laws and procedures.
·
Effectively

·
Act as an
official representative of the County in a professional manner with local,
state, and national agencies and organizations.
·
Act as a credible witness when
testifying in court.
·
To read and
comprehend department
and County rules, regulations, policies, procedures, and standard operation
procedures.

maintain effective working relationships with other County employees,
representatives of other agencies and organizations, and members of the
community.
EDUCATION
AND EXPERIENCE: Any combination of education and
experience that would likely provide the required knowledge and abilities is
qualifying.
Education:
·
Equivalent to a Bachelor’s
Degree from an accredited college or university with major coursework in Human
Services, Social Work, Sociology, Psychology, or a related Human Behavioral Sciences
field.
Experience:
·
Three years of
experience at or above senior level social casework in appropriate area.
Licenses/Certifications:
·
Possession of,
or ability to obtain, a valid Colorado Driver’s License.
