Retired Law Enforcement Officer Authority to Carry Concealed Firearms (HR-218)

Under Federal regulations (HR-218), the Sheriff will issue annual qualification cards to retired law enforcement officers who meet the requirements. Applicants must fill out the appropriate form below and present it in person at our Administration Building at 2501 Midpoint Drive, Fort Collins, provide a copy of their retired officer identification, and successfully complete a special firearms qualification which is hosted by the Sheriff's Office.

Forms

Both new and renewal applications must be accompanied by a $13 payment, which goes to Colorado Bureau of Investigation to cover the cost of the records check. Sheriff Smith will not use this qualification card as a revenue stream and no county fees are assessed. Thank you for your honorable service as a law enforcement officer!

Qualification

The Sheriff's Office hosts several qualification days at our ranges throughout the year. Once you have submitted your application, our CHP Specialist will contact you with the schedule.

Qualification consists of one Course of Fire, 20 rounds at one to seven yards distance. Target zones "A" and "C" are worth five points each, all other target zones are worth no points. Shooters must score 80 points to qualify (16 out of 20 rounds on target). 

One Yard Line:

  • Draw and fire two rounds (one-handed).
  • Fire three rounds into designated target areas (two-handed) while taking two steps backwards.
  • 10 seconds to complete.

Three Yard Line:

  • Draw and fire three rounds (two-handed) while taking two steps to the right.
  • 7 seconds to complete.
  • Draw and fire three rounds (two-handed) while taking two steps to the left.
  • 7 seconds to complete.

Five Yard Line:

  • From a ready position, fire two rounds (right hand only).
  • 5 seconds to complete.
  • From a ready position, fire two rounds (left hand only).
  • 5 seconds to complete.

Seven Yard Line:

  • Draw and fire five rounds (two-handed).
  • 10 seconds to complete.
